Sindh Government Teacher Jobs (PST & JEST): Complete Guide to Eligibility, Test and Appointment
Every few years, the Sindh government opens thousands of teaching posts in its public schools, and every time the same thing happens: WhatsApp groups fill up with “last date” rumours, unofficial links and half-true screenshots. If you live in Karachi or anywhere in Sindh and want a permanent government teaching job, the smartest thing you can do is understand exactly how the last big recruitment worked. That is what this guide covers, using official documents and reliable news reports only.
Quick summary
- Sindh hires school teachers through a written test run by SIBA Testing Services (STS), part of Sukkur IBA University.
- Primary School Teacher (PST) and Junior Elementary School Teacher (JEST) posts were both BPS-14 under Recruitment Policy 2021.
- More than 93,000 teachers received appointment letters from that drive, which finally closed on 30 June 2025.
- Applications are made online only on the STS portal. Nobody can get you a job “without test”.

1. What happened in the 2021–2025 recruitment
On 1 March 2021, the School Education & Literacy Department (SE&LD) advertised PST and JEST posts across the province, with applications closing on 26 March 2021 (Eduvision). Instead of interviews by local officers, the department handed the testing to a third party: SIBA Testing Services, managed by Sukkur IBA University. Tests were held in September 2021 at divisional headquarters.
Appointments did not happen in one go. After the first batch, the department kept a waiting list and used it to fill posts that became vacant because of retirements or deaths. That waiting list was originally valid until 28 February 2025, was extended to 30 June 2025, and then closed (Dawn, 2 July 2025).
Along the way there were legal hurdles. In April 2024, for example, the department lifted a ban on hiring IBA-qualified PSTs and JESTs after a Sindh Cabinet decision, while excluding candidates whose cases were still in court (Aaj News, 15 April 2024).
The final numbers
According to the figures shared by the Sindh Education Minister and reported by Dawn, appointment letters were issued to 93,118 teachers, of whom over 31,000 were women. The division-wise breakdown looked like this:
| Division | PST | JEST | Total |
|---|---|---|---|
| Hyderabad | 17,075 | 6,904 | 23,979 |
| Sukkur | 11,619 | 4,183 | 15,802 |
| Larkana | 11,145 | 4,034 | 15,179 |
| Shaheed Benazirabad | 10,261 | 4,020 | 14,281 |
| Karachi | 7,444 | 5,643 | 13,087 |
| Mirpurkhas | 7,513 | 2,916 | 10,429 |
Notice that Karachi had a much higher share of JEST appointments than other divisions. The report also says over 5,000 previously non-functional schools were reopened because of these hirings.
2. PST, JEST and ECT: what each post means
People often mix these up, so here is the simple version.
| Post | Full name | Grade | Who it is for |
|---|---|---|---|
| PST | Primary School Teacher | BPS-14 | Teaching primary classes |
| JEST | Junior Elementary School Teacher | BPS-14 | Teaching middle/elementary classes |
| ECT | Early Childhood Teacher | BPS-15 | Early childhood classes, women only |
The PST and JEST grade comes straight from the department’s own offer order format, which states that both posts were offered in BPS-14 under Recruitment Policy 2021 after the IBA Sukkur test (SE&LD offer order format).
The Early Childhood Teacher post is newer and more specialised. Its official advertisement listed 1,188 school-specific posts in BPS-15, open only to women, with applications closing on 31 January 2025 (official ECT advertisement).
3. Eligibility: degree, age and domicile
Requirements change from one advertisement to the next, so treat the table below as a guide to what was asked last time, not a promise for the future.
| PST / JEST (2021) | ECT (2025) | |
|---|---|---|
| Qualification | Graduation (14 years) with at least 50% marks from an HEC-recognised university | BS (Education)/B.Ed, or ADE plus a one-year ECE/Montessori diploma accredited by STEDA, at least 2nd division |
| Age | 21–30 years (relaxation as per Sindh rules) | 21–28 years (relaxation as per Sindh rules) |
| Domicile | Sindh district domicile + PRC | Relevant district domicile + permanent residence in Sindh |
| Gender | All | Women only |
| Test fee | Rs. 700 per post | Rs. 1,500 |
⚠️ Important: The ECT advertisement clearly said degree completion is mandatory and appearance certificates were not accepted. If your result is still pending, you may not be eligible for that round.
4. How the online application worked, step by step
Both the 2021 PST/JEST round and the 2025 ECT round used the same basic system:
- Create an account on the STS portal (apply.sts.net.pk). Manual or paper forms were not accepted.
- Choose the post and your Union Council (UC). In 2021, vacancies were listed UC-wise, so you could only apply where a vacancy existed.
- Upload scanned documents: a recent photo, CNIC (front and back), domicile, PRC (Form D), Matric and degree certificates with mark sheets.
- Married women were asked to upload an updated CNIC, husband’s PRC and a registered Nikah Nama (ECT advert).
- Download the challan and pay the fee at an Allied Bank branch (and in 2021 also MCB), or online through MyABL / 1Bill in the 2025 round.
- Keep your mobile number active. Call letters, test dates and results are sent by SMS and on the STS website.
5. What happens after you pass the test
Passing the written test is only the first step. The advertisements were very clear that passing alone does not guarantee a job. The department’s offer order format gives a good idea of what follows:
- District Selection Committee recommends candidates based on merit and vacancies.
- You must send written consent within 15 days, or the offer can be cancelled.
- You submit attested copies of your CNIC, domicile and PRC (Form D) with two photos.
- Medical fitness from an authorised medical board and police verification of character are required.
- There is a two-year probation, linked to induction training and performance.
- You must serve at the school in your posting order for three years; early transfer requests can lead to dismissal.
- Resigning needs one month’s notice or one month’s salary in lieu.
💡 Tip: Apply only for a UC or school where you are genuinely willing to work for at least three years. The three-year posting condition is strict, and many candidates who chose far-away schools just to get selected later struggled.
6. What is the situation in 2026?
The big 2021 PST/JEST drive is finished. In January 2026, the Sindh government approved 8,049 new posts for the 2026 academic year, but these are school leadership posts, not ordinary teaching posts: 44 Chief Head Master/Mistress (BS-20), 593 Senior Head Master/Mistress (BS-19), 1,444 Head Master/Mistress (BS-18) and 5,968 Head Master/Mistress (BS-17) (ProPakistani, January 2026). The report did not say how these posts will be filled.
At the time of writing, we have not seen an official new PST/JEST advertisement. If you see a “PST JEST 2026 apply now” message, check the STS portal and the SE&LD website before you trust it.
7. How to prepare for the next round
Get your documents in order now
Most rejections happen because of paperwork, not the test. Make sure your domicile and PRC are from the correct district, your CNIC is valid, and your name is spelled the same on every certificate. Scan everything in colour and keep the files on your phone and email.
Think about a B.Ed or ADE
The 2025 ECT round required a BS (Education), B.Ed or an ADE plus an early-childhood diploma. Even where it is not compulsory, a teaching qualification makes you a stronger candidate for both government and private schools.
Practise objective-type tests
The STS tests are written, multiple-choice exams. STS does not publish a guaranteed pattern for every post, so focus on the basics that almost every teaching test covers: English grammar and comprehension, basic mathematics, general knowledge and current affairs, Pakistan studies and Islamic studies, and teaching methods. Be careful with “official pattern” posts on blogs; many are only guesses.
Watch only official channels
Bookmark the STS portal and the Sindh Education Department website, and follow reliable newspapers such as Dawn and The News. Real advertisements always have a closing date, an official link and a fee paid through a bank challan, never to a personal account.
🚫 Warning: If someone asks for money on JazzCash or Easypaisa to “confirm your seat”, “skip the test” or “get your name on the merit list”, do not pay. It is not part of the official process. The only fee in this process is the official test challan.
8. Frequently asked questions
Is the PST/JEST recruitment still open?
No. The 2021 recruitment and its waiting list closed on 30 June 2025, according to Dawn. A new round will need a new official advertisement.
What grade is a PST in Sindh?
Under Recruitment Policy 2021, both PST and JEST were offered in BPS-14, according to the department’s offer order format.
Can I apply from Karachi for a post in another district?
Posts were tied to district domicile and, in 2021, to Union Council vacancies. Check the domicile rule in the advertisement you are applying to.
Who conducts the test?
For the recent rounds, SIBA Testing Services (STS), managed by Sukkur IBA University, ran the written test.
Does passing the test guarantee a job?
No. Both advertisements stated that passing the test alone does not guarantee appointment. Merit, vacancies, documents, medical and police verification all matter.
